1. Job Factors Pillar (Max 49 Points)

Category 1: Job Offer Location (Max 15 Points)

Ontario prioritizes economic regionalization outside the Greater Toronto Area (GTA) to support labor shortages across Northern and Eastern municipalities.

  • Northern Ontario (15 pts): Thunder Bay, Sudbury, Sault Ste. Marie, Timmins, North Bay, etc.
  • Outside GTA Region (12 pts): Ottawa, Hamilton, Kitchener-Waterloo, London, Windsor, Niagara, Simcoe.
  • GTA Excluding Toronto (6 pts): Peel, York, Halton, Durham regions.
  • City of Toronto (0 pts): Core Metropolitan Toronto.

Category 2: TEER Skill Level (Max 10 Points)

Points awarded based on National Occupational Classification (NOC 2021) TEER categorization.

  • TEER 0 or 1 (10 pts): Management, Executive & Professional Occupations.
  • TEER 2 or 3 (8 pts): Technical, Specialized & Supervisory Occupations.
  • TEER 4 (4 pts): Intermediate Workers.
  • TEER 5 (0 pts): Entry-level occupations.

Category 3: Hourly Wage Rate (Max 14 Points)

Calculated by comparing your offered hourly wage against median prevailing wages for your specific NOC code in your employment region.

  • $50.00+/hr or 90th+ percentile (14 pts)
  • $40.00 to $49.99/hr (11 pts)
  • $30.00 to $39.99/hr (7 pts)
  • $20.00 to $29.99/hr (3 pts)

Category 4: High-Demand Sector (Max 10 Points)

Awarded if your job offer is in targeted economic sectors: Healthcare, Technology/STEM, Skilled Trades, or Agriculture.

2. Human Capital Pillar (Max 45 Points)

Category 5: Educational Attainment (Max 10 Points)

  • PhD / Doctorate Degree (10 pts)
  • Master’s Degree (8 pts)
  • Bachelor’s Degree / 3+ Year Post-Secondary Diploma (6 pts)
  • 1–2 Year Post-Secondary Certificate (3 pts)

Category 6: Canadian Study Credential (Max 10 Points)

Full 10 points awarded if your credential was completed at an eligible Designated Learning Institution (DLI) inside Canada.

Category 7 & 8: Language Proficiency & Bilingualism (Max 25 Points)

Evaluated via approved tests: IELTS General, CELPIP-General, PTE Core, TEF Canada, or TCF Canada.

  • CLB 10 or Higher (15 pts)
  • CLB 8 or 9 (12 pts)
  • CLB 7 (8 pts)
  • CLB 6 or lower (4 pts)
  • Bilingualism Bonus (+10 pts): Achieving CLB 7+ in BOTH English AND French.

3. Adaptability & Ties Pillar (Max 36 Points)

Category 9: CRA Income Tax Earnings Proof (Max 11 Points)

Points earned based on Notice of Assessment (NOA) taxable income filed with Canada Revenue Agency (CRA) in Ontario over the past 5 years.

  • $100,000+ Total Taxable Earnings (11 pts)
  • $70,000 to $99,999 (8 pts)
  • $40,000 to $69,999 (5 pts)
  • Under $40,000 (0 pts)

Category 10 & 11: Ontario Experience & Legal Status (Max 25 Points)

  • 2+ Years Ontario Work Experience (15 pts)
  • 1 Year Ontario Work Experience (10 pts)
  • Valid Legal Status in Canada (10 pts): Valid Work Permit, PGWP, or Study Permit.
